Who was the last pitcher to start a game, give up 8+ runs, and not get a single out?

I don't know if he was last but Doug Linton of the Royals did it on 5-9-95. The Indians were the beneficiaries of his largesse.

I know of a pitcher that did it in 1998...
I believe he pitched for your avatar, but not at the time.
