176 RSAA puts him at the bottom of my grey area.

leading the AL in RSAA over a 4 year span, 1932-35
finishing in the top 5 in the league 4 years in a row
makes him a weak yes

229 RSAA in the 30s was 4th best for the decade, behind the two Lefty's and the Meal Ticket

Very good pitcher in the 1930's whose productive career basically end with his age 29 season though he hurled for another 8 years. He threw the first pitch at Cleveland's Municpal Stadium when it opened and the ceremonial first pitch at Jacob's Field when it opened.
