Maybe. I do like the increase in the first offense penalty, but just can't help but think that it is still "arbital". Arbital is a Union code word for "Any penalty is too severe".

Feh... Doesn't mean squat.

Given the caliber of players that have been caught, I'd say that's an argument against the use of steroids, not for it.

ESPN the Magazine has an engrossing article on the "Look the other way" that went on in the 90's. It REALLY makes Bud & the owners look bad. I think it shows how afraid of the Union the owners were after 1994.
