Doesn't Stottlemyre do this every year?? I mean I really don't care one way or the other, but it seems like every year for the last few years he has said he wanted to retire.

Last two years, for sure. Maybe three? But, not more than that - I'm 90% sure.
It's a done deal - Neil Allen is the pitching coach next year. Good. Look at Mazzone and Duncan - they turn guys around. Mel? He gets guys with track records and/or great potential and they die in NY. But, FWIW, I met a guy on Tuesday who's son worked out with Jason Marquis and he said that Marquis was thrilled to get out of Atlanta because he could not stand Mazzone. Go figure.
