I may be wrong about this, but I don't think that's what it means. I think the 40% chance of improvement refers to the chance of improving on his past 3 year performance, not his most recent year's.

Actually, that means PECOTA expects him to decline.....40% chance of improvement means 60% chance of decline.

You could be right - the book says it's based on "previously established levels of production."

No.

It's still a 60% chance of a decline. The 21% figure would be for a huge decline.

Meanwhile, it's a 40% chance of an improvement, with a 14% chance of a big improvement.

The number one thing that must happen is that the Indians must avoid the major injuries that they had last year (Burks, Vizquel, Bere, Bradley, Wickman, Wohlers, Lawton, Gutierrez). That's a bunch.
Unfortunately, they are not starting out this year very well. Wickman, Ludwick, Gerut, Bradley are already nursing injuries.
I'm guessing a major trade of excess OFs for a starting pitcher is coming soon. If Grady Sizemore makes it to the majors before May 10th, he will win the ROY.
