Default The Missing Number

Okay, using only integers greater than zero, what is the lowest number NEVER to have graced the back of a major leaguer (American or National League only) who made it into the HoF as a player.

The number twelve was worn by Orlando Cepeda (1972 A's), Waite Hoyt (1929 Yankee's), Harmon Killebrew (55-56 Senators), and at least four others.

17 was worn by Jim Bunning (1969 Dodgers), Dizzy Dean (1932-37 Cards), Ernie Lombardi (1935 Reds), and at least four others.
