Default Oliver Perez as a reliever?

Baseball Prospectus Premium, in an unsigned (sigh) article mentioned that the Padres were thinking of having Oliver Perez be promoted back to the majors as a reliever and BPP thought it was a waste to consider it.

I think it'd be a great thing to do because I always liked Earl Weaver's thoughts of letting a young pitcher ease in. I realize Perez already has had a lot of innings but I see two benefits:

1. Save some wear and tear on his arm. He's young and already had some workload

2. The Padres aren't going to be going far this year. If Perez gets back in the groove he'll have a more realistic confidence in his ability yet not abuse his arm.

Any thoughts?

I agree with The Earl of Baltimore that the best place for a young pitcher is middle/long relief. Sure, getting some innings in while in the minors can help you work out your pitches, but it can also help you injure your arm.

considering the pads are going nowhere this season and have a plethora of young pitching, they could do it, provided they don't turn him into a one-inning reliever. put him in long relief, sure
