From Baseball Weekly:

"A foul-up by general manager Jim Bowden cost the Reds the use of lefty Justin Atchley after he was illegally called up last week. Atchley appeared twice in losses to Milwaukee before Major League Baseball notified the Reds he was ineligible and had to be returned to Triple-A Louisville.

Atchley was removed from the roster in January to make room for Kelly Stinnett, but later was re-signed. Any player released after Aug. 1 and re-signed by his old club cannot play until May 1.

Had the Reds won a game in which Atchley pitched, they might have had to forfeit the win."

This could have been really interesting - if they had to forfeit a win. Say, the Reds' starter who got the win in that game, then had it taken away, and it was the difference between 19 and 20 wins? Or, what if it was the difference between making an incentive clause or not? The MLBPA would have had a field day with that one. What about the batter's stats - for both teams - do they still count? How about the pitcher's ERAs? Lots of questions. MLB would have had their hands full on this one.

And, what took MLB so long to inform the Reds?

I would think the rules of baseball cleary address what happens to all player statistics when a forfeit occurs. I don't know what they are, but I'd bet they are defined.
