No.

Good pitcher, but not good enough.

157 RSAA

He is a real rarity; a career Expo. Had a fine career and but for his last two disastrous he would have been good enough. Had 9 double-digit RSAA year and three negative double-digit RSAA years.

He was stuck as an Expo. The other team would hope his turn would come up right after they left town. He was one of the few pitchers who gave them a chance to win during the 1970s, before the hitters arrived.

best pitcher ever for the Expos
while perhaps that's not saying too much, it's still a feat
157 career RSAA puts him in right about the middle of my grey area
11.22 BR/9 is good, but not spectacular
the fact that he was the best Expo pitcher ever pushes him over the line for me

 One of my all time favorite players, but my vote is No. I also might argue that he is 2nd in Expo pitcher rating to Pedro Martinez.
